State Government Operations Report Card

Virginia's state government is a large and complex enterprise; its 120,000+ employees manage operations in more than 100 agencies, universities, and other organizations; a significant share of the work of government is accomplished through partnerships. The report card also complements and builds on the information contained in our Government Operations indicator, and echoes some of the detailed performance assessment being done on the individual state agency level.

Report Card Goals

The State Government Operations Report Card outlines six broad goals for Virginia's state government:

  • Improve the quality and responsiveness of government services across the enterprise
  • Continually improve the efficiency and effectiveness of government operations
  • Wisely manage and optimize the resources entrusted to state government
  • Protect the health and safety of Virginians while using resources in a fair, accountable, and transparent way
  • Protect and enhance the return on the Commonwealth's investments in its infrastructure
  • Manage, develop, and support the human resources needed to carry out the functions of government in the most efficient and effective way possible

How Is Virginia Doing?

Intragovernmental customer satisfaction continues to remain high. Satisfaction ratings on the overall customer service survey for each agency served by the Department of Account's Payroll Service Bureau remain at 100 percent, a rating it has enjoyed for the last ten years.

Key process performance continues to improve. The Virginia Department of Transportation's percentage of total expenditures classified as administrative dropped slightly again, to 4.7 percent, similar to 2014 (4.8%) and 2015 (5.0%). In 2007, administrative spending was at 6.9 percent.

The revised revenue forecast for FY 2016 showed a negative variance of -1.5 percent from the + 3.5 percent forecast in 2015. In mid-May 2016, Governor Terry McAuliffe ordered the Secretary of Finance to conduct a re-forecast of Virginia's biennial revenues to clarify Virginia's revenue picture. One result is that monies from the Rainy Day Fund were needed to help meet budget shortfalls. The Fund will receive a mandatory deposit of $605.6 million in FY 2017, but conservative estimates indicate that Virginia will need to use this reserve to address projected budget shortfalls over the next two fiscal years.

Employee turnover rates continue to rise. Turnover for those with up to five years of service is typically quite high, but rose from 53.1 percent in FY 2014 to 54.5 percent in FY 2016. Overall turnover rates (all employees, all years of service) had stayed stable at around 11 percent between FY 2011 and FY 2014, but rose to 13.2 percent in FY 2015 and again in FY 2016 to 14.1 percent. The FY 2016 turnover rate is similar to that seen in Virginia in FY 2006, suggesting that the state has fully emerged from the long-term effects of the Great Recession -- and is likely a sign of better job market conditions overall.

Between 2014 and 2015, the number of cyber security incidents-- malware, unauthorized access, and denial of service -- increased, while the number of phishing incidents decreased. However, phishing (theft of user information) and denial of service (loss of availability of a Commonwealth of Virginia service) represent a small percentage of the total number of cyber security problems. Malware incidents (execution of malicious code) unfortunately constitute the largest percentage by far of these IT breaches, indicating that cyber security remains a significant issue in the state.

Medicaid fraud is something Virginia takes quite seriously. Between FY 2015 and FY 2016, restitution of Medicaid monies in criminal cases declined from $4,336,450 to $1,010,419, while monetary recoveries in civil cases rose significantly -- from $3,755,060 to $31,213,11 over the same period.

For the last four years, the State Fraud, Waste, and Abuse Hotline has seen a steady decrease in the number of calls warranting a formal investigation, down to 494 cases in 2016 from 749 in 2013. The percentage of closed cases that were classified as substantiated dropped from 22.5 percent in FY 2015 to 19.9 percent in FY 2016.

Changes in Performance

The 2016 Report Card includes the trend changes (from 2015 performance) outlined below:

  • Maintaining to Improving: Customer Satisfaction (Intragovernemntal), Audit and Internal Controls, Financial Asset Management
  • Improving to Maintaining: Employee Health and Workplace Safety, Diversity and Fairness
  • Maintaining to Worsening: Debt Burden, Rainy Day Fund, Consumer Protection
  • Improving to Worsening: Employee Turnover, Revenue Forecasting

In Development

Three indicators are currently in development for the Government Operations Report Card: Leadership Development / Succession Planning, Facilities Maintenance and Construction; and Federal Grants. Work continues with key partners to understand how best to quantify and track progress in these important areas. The Department of Planning and Budget and the Virginia Office of Intergovernmental Affairs has developed the Virginia Grants website as a key first step in tracking all Virginia-related grants.

A History of Good Governance

Virginia's state government has been engaged in self-assessment for several decades -- something citizens are often not aware of. State agencies have long monitored processes and, of course, expenses, but also their performance on certain important service goals.

With the advent of Virginia Performs, these earlier performance assessment efforts were overhauled and improved to far better define agency goals and targets and to then more accurately assess actual outcomes and progress towards those goals.
