The Library of Virginia is committed to emergency planning, training and promotion and is in full compliance with all requirements of Executive Order 44 (2007). In particular the agency’s Continuity of Operations Plan was updated in March, submitted for review in April and exercised in May this year. The annual Agency Preparedness Assessment was submitted to the Governor’s Office in October 2008. Agency staff is regularly trained and drilled on emergency and preparedness procedures and is informed immediately of any potentially threatening conditions. |

The Library has made significant efforts to increase SWAM business participation while meeting all reporting requirements. In the fourth quarter our SWAM participation was 10.82% with an annual participation of 11.43% compared to a goal of 16%. Many of our procurements are from sole source providers, who are not eligible to be certified as DMBE small businesses. |

The Library’s workforce is consistent with national demographics for the profession. Though the EEO Assessment Tool from the Department of Human Resource Management indicates disparate impact in some areas, the Library has provided legitimate nondiscriminatory justification in all cases. Policies are consistently applied and there are rarely EEO issues. Grievances are rare and 95% or more are upheld for management. The Library monitors and utilizes HuRMan and related software tools to assist with decision-making and is fully compliant with state and federal laws. |
