Basic Agency Planning and Performance Structure
Every participating state agency uses one or more service areas under the Commonwealth's revised budgeting structure.
- A service area is an area of expenditure that supports one or more products or services and is the foundation of the Commonwealth's budget structure. A service area can cut across one or more organizational units.
- For each service area, an agency will define one or more objectives. An objective is a description of the results that, when achieved, move an organization toward its stated goals.
- For each objective, an agency will specify one or more performance measures. A performance measure is a specific description of some aspect of a product, service, or activity that can be quantitatively measured and indicates the level of performance.
- Governor's key agency objectives and measures focus on those areas that are most closely related to the agency's mission.
Overview by Secretariat
The Overview by Secretariat provides a synopsis of the mission and functions of each Governor's Cabinet Office, along with highlights of selected key objectives for the agencies composing the Secretariat.
Select an Agency
This feature displays all of the available data for an agency, including its mission, strategic plans, performance measure details, and current and historic budget appropriations. Only those agencies that participate in the performance measurement system have data available. Click on the agency's title to see the full report.
Performance Measures
Governor's Key, Productivity and Other Agency Measures. The data in this section is represented in a tree-like structure. By choosing Governor's Key Measures, Productivity Measures or Other Agency Measures, users can browse through the agencies' objectives and performance measures. Expand an agency by clicking on the plus sign next to it and see all the service areas used by that agency. Expand a service area to see the agency's objectives for that service area. Expand an objective to see any performance measures for that objective.
Once an element of the tree has been expanded, it will have a minus sign next to it. Clicking on the minus sign will close up that part of the tree.
Once the tree has been expanded enough to see the performance measures, you can click on a measure to display all of the attributes and the current data collected for that measure.

Administrative Measures. Administrative Measures report on the effectiveness of state agency management in six key categories: Financial Management, Government Procurement, Human Resource Management, Performance Management, Resource Stewardship and Technology. By clicking on Administrative Measures, users can view the criteria involved and track agency performance in these management areas.

Browse Measures and Customize Search
You can opt to simply browse through the performance measures. You can also customize your search by clicking on "Customize Search," located at the top left of the Browse Measures page. A blue box will appear at page top, with features that allow you to choose how you want to display the measures information: by secretariat, agency, all measures, key measures only, etc.
Strategic Plans
Agency management develops planning tools to help formulate, assign, communicate and achieve agency goals.
- A Strategic Plan is used to monitor overall performance and make course corrections when needed.
- A Service Area Plan guides activities and supports performance monitoring through the use of objectives, strategies, and measures.
The state budget is based on service areas, which are categories of expenditures that support one or more products or services.
Users can view both Agency Strategic and Service Area Plans in their entirety, or use a Report Menu to choose specific sections of each plan type.
